I want to provide access to multimedia resources for my students in China, but these are being blocked. Can I use screen capture technologies to re-record these resources to bypass firewalls?

Answer

A number of institutions are struggling with how to provide access to otherwise free resources on YouTube and other platforms to students in China. A consensus is emerging that it may be permissible under UK copyright legislation to re-record or re-film these resources using screen capture, and subsequently embed the recordings into Canvas. This is particularly true if the resource has been released under Creative Commons – most TED Talks are released under CC terms. You must only do this for educational purposes however, and only where strictly necessary.
